Protecting Personal Data
We place the highest priority on protecting the personal data of clients that are helped through outreach funds coordinated by the CAFB. In general, we ask that you do the following:
1. Read the memo and powerpoint prepared by CDHS on the subject of client data in social services.
2. Download FREE encryption software through True Crypt found at http://www.truecrypt.org/downloads.php for any computer where you collect confidential information in the process of your food stamp outreach work. Click here for a helpful description about how to download and install this free software.
3. Maintain secure hard copies of any documents that you are keeping for your food stamp outreach work (for example, black out personal data on hard copies and lock filing cabinets).
4. Develop a confidentiality protocol for food stamp outreach materials and ask all employees who handle confidential information to sign a confidentiality certification.
5. You may consider using an Authorization for Release of Information form, drafted by California Department of Social Services (CDSS). You can also see an example from Alameda County Community Food Bank. Additionally, you may find the need to have a client use a general affadavit (created by CDSS) to formally release information, especially if they are pursuing litigation regarding their food stamp benefits.
